  • It aims to improve the livelihoods of small and marginal farmers and agricultural productivity. A new initiative by the Government of India, Pradhan Mantri Dhan Vikas Yojana. 

  • The PM Dhan Vikas Yojana focuses on sustainable agriculture. It also plans to shift focus on modern farming practices, and efficient resource management.

  • With low productivity and medium crop intensity, the government plans to implement it in 100 identified districts.

PM Dhan Vikas Yojana: What is it?

  • During the presentation of the Union Budget 2025-26, it was announced by Union Finance Minister Nirmala Sitharaman.

  • Aimed at boosting agricultural productivity in the country, the scheme is a major initiative.

  • Plans to make coverage over 100 identified districts where the agricultural output is currently very low.

  • In collaboration with state governments, the central government, will design and implement strategic policies to farmer income and enhance productivity.

  • From this scheme, nearly 1.7 crore farmers are expected to benefit directly.

Scheme Budget Allocation

  • In Union Budget 2025–26, the Ministry of Agriculture & Farmers Welfare was allocated ₹1.37 lakh crore.

  • This reflects a 4% increase from the previous year’s allocation.

  • PM Dhan Vikas Yojana forms a component of this budget and focuses on:

    • Productivity enhancement

    • Infrastructure development

    • Financial security for farmers

Key Features: Van Dhan Vikas Yojana 

  • Livelihood Generation: It targets to generate livelihood by transforming tribal gatherers into entrepreneurs.

  • Van Dhan Vikas Kendras : In forested tribal districts, establishment of tribal community-owned centers.

    • Each VDVK will consist of 15 Self-Help Groups (SHGs). Each Self-Help Group comprising up to 20 tribal gatherers or artisans (300 beneficiaries per Kendra).

  • Central Government Funding: With TRIFED providing Rs. 15 lakhs for each 300-member Kendra, 100% funding from the government.

  • Tribal Contribution: To instill ownership, Rs. 1000 contribution per member.

Steps Involved in Implementation:

Initial Set-Up (Stage I):

  • Establishing 6000 Van Dhan Kendras: These will set up in tribal districts across all states (except Haryana, Punjab, and Delhi), Over two years.

  • Operational Premises: SHGs will use beneficiary households, government buildings, or Gram Panchayat facilities as operational premises.

Steps for Establishing Kendras :

  1. Developing Bankable Project Reports:

    • Annual MFP: Gathering Plan.

    • Business Plan: The details of value addition, procurement and processing.

  2. Procurement of Equipment: Equipment are sourced via tendering or GeM.

  3. Training: Master trainers aim to provide training in:

    • Value Addition: Grading, Sorting and processing of materials.

    • Enterprise Management: To handle the business aspect of operations.

  4. Buyer Identification: Buyers are identified as Local, district, state, national, and global.

  5. Logistics & Transport: Arrangement for the transportation of goods.

  6. Branding & Marketing: To access broader markets branding and promoting tribal products.

Stage II (Scale-Up)

  • Expansion of Successful Kendras: Kendras are upgraded to permanent (pucca) facilities, with added storage, processing, and packaging.

  • Assessment: For upgrading to the State Level Coordination and Monitoring Committee (SLCMC), the District Level Coordination and Monitoring Committee (DLCMC) will assess the Kendras and submit proposals.

Funding and Disbursement

  • Financial Support: Upto Rs. 1 lakh is received by a 20-member SHG.

    • Proportionate funds received by SHGs with fewer than 20 members. For example, a 10-member SHG will receive Rs. 50,000.

  • Working Capital Investment: Rs. 1000 per member, each group must make a small investment.

Overall Impact

  • Empowerment of Tribal Communities: The scheme aims to uplift tribal communities by improving their socio-economic status through entrepreneurship and skill development.

  • Forest Conservation: It supports sustainable harvesting of Minor Forest Produce (MFP), promoting both livelihood and environmental conservation.

  • Global Market Access: Van Dhan Kendras will help tribal products find a presence in local and international markets.
