Eligibility Criteria to Join as a Civil Defence Volunteer

  • Citizenship: Should have an Indian citizenship or a a subject of Nepal or Bhutan.

  • Age: The upper age limit may be relaxed by authorities, but the minimum  age is 18 years.

  • Education:  It is subject to relaxation by the controller but at least 4th class pass.

  • Physical and Mental Fitness: Physically fit and mentally alert.

  • Gender: It is open to both women and men.

  • Employment: From their employer, employed candidates may need a No Objection Certificate (NOC).

  • Exclusions: Unless deputized, members of the armed forces, police, fire services, and certain government employees are generally not eligible .

Joinining Civil Defence Volunteer: Step-by-Step Process

  1. Download the Application Form :

    • Download the application form the official website or visit the Sub-Divisional Magistrate (SDM), local District Magistrate (DM),  or Civil Defence offices.

    • Some of the examples include Delhi Civil Defence and Assam Civil Defence application forms.

  2. Fill in the Application Form :

    • Provide all the required information, like personal details, educational background, proof of age and identity, address proof, recent photograph, and self-declaration of fitness and allegiance.

    • If you are employed attach a No Objection Certificate (NOC).

    • Ensure that all the documents are accurate and self-attested.

  3. Submit the completed application form.

    • Visit the local Civil Defence, DM/SDM offices, or Citizen Service Centres and submit the completed form.

    • Some of the states may facilitate online submission portals; for example a Delhi’s e-District portal.

    • Only in certain cases a postal submission may be accepted .

  4. Verification and Selection :

    • It includes verification, where the documents are verified for eligibility.

    • Sometimes a police verification may be needed.

    • For training, eligible candidates are shortlisted.

  5. Attend Training

    • The training usually lasts for 1-2 weeks.

    • It covers disaster response, first aid, civil defense rules, firefighting, rescue, evacuation, and public awareness.

    • For real-life emergencies, it is conducted by experienced instructors to prepare volunteers .

ALL ABOUT MY BHARAT PORTAL

1. Minimum Educational Qualification for the Program

  • Open to undergraduate students in their 2nd or 3rd year from UGC-recognized colleges/institutions.

  • Non-students under the age of 29 are also eligible to register.

2. Eligibility Criteria for Non-Students

  • Must possess a matriculation certificate.

  • Required to complete Aadhaar KYC verification.

  • Matriculation certificate must be uploaded during registration.

3. Age and Gender Restrictions

  • No restrictions on age or gender.

4. Conveyance Support

  • No conveyance or travel allowance will be provided.

  • Participants must bear their own travel expenses.

5. Stipend Information

  • No stipend will be provided for participation.

6. Selecting a Business Opportunity

  • Students can register at mybharat.gov.in.

  • After logging in, choose a business aligned with your field of interest from the dashboard.

7. Eligibility of Diploma/ITI/12th Pass Students

  • Not eligible; the program is only for undergraduate students.

8. Academic Credit and Recognition

  • The program is independent of academic credit.

  • However, colleges may award credits based on UGC norms.

9. Verification of Candidature

  • NSS Program Officer or Nodal Officer of the student’s college will handle verification.

10. Participation of Postgraduate Students

  • Currently, only UG students can enroll.

  • Postgraduate students are not eligible at this time.

11. Post-Training Procedure

  • Students must submit a brief report to their college after completing training.

  • A feedback form is to be filled out on the MY Bharat portal.

12. Interview or Selection Process

  • Student profiles are shared with businesses.

  • Selection is done by businesses based on their preferences.

13. Application or Course Fees

  • No application or program fees are required.

14. Certification After Completion

  • A certificate will be issued via the portal upon successful completion of the program.

15. Registration Cost

  • Free of cost – no charges for registration or application.

16. Nature of MY Bharat Portal

  • Not a job portal.

  • Connects youth with experiential learning opportunities across industry, government, and non-profit sectors.

  • No stipend is provided with these learning opportunities.

Selected volunteers  will undergo a structured training that usually lasts for one to two weeks. The training curriculum covers the following areas :
